Abstract

This research work was solely designed to assess the agricultural policy on agricultural development programme (ADP) in the rural development of Dekina local government area of Kogi State, Nigeria.

Like any other local government in the country, Dekina local government had encountered serious internal and external problem that hinders the achievement of their goals.

Such problems are inadequate finance, corruption, misappropriation of public fund, political the local government are seen to be the major problem of local government due to their inability to use both the allocation from the federation account and the internally generated revenue judiciously. Local government is positioned as the third tier of government to assist the central and state governments to carryout some important functions at the grassroots level.

The study has as its objectives to include examine the extent to which ADP has contributed to agricultural development in Nigeria, investigate the major factors that has hampered the effective performance of ADP in agricultural development, investigate how effective ADP is funded, examine the effectiveness of ADP policy design and the impact it has made on the programme implementation and proffer solutions to the identified problems.

The study adopted the democratic participatory theory for the work because it best suits the topic under consideration. The study is limited to Dekina local government since it is difficult to cover 774 approved local governments in Nigeria.

Data’s were collected through primary and secondary sources. Skilled manpower (especially extension staff) should be employed and would be encouraged to visit farmers on regular basis to teach them modern agricultural technology. If the farmers across the federation of Nigeria begin to put into use the new agricultural technology, there is likely to be an improvement in the growth of crop production.

The work have as its recommendations thus, that the management of ADP should explain properly to the government the need to maintain a recruitment policy based on merit as well as less government intervention in the recruitment matters, the Federal Government of Nigeria should as a matter of necessity, redesign the Agricultural Development Programme to give each state ADP a corporate status to procure development loans on its own capacity, state governments should take more responsibility by making yearly budgetary allocation to the programme instead of the usual counterpart funding, as the ADP does not generate money internally, some of its professional services should be commercialized to be in line with the Federal Ministry of Agriculture’s proposal, however such services should be subsidized and  those to be included are seed multiplication, livestock and feed production.
