ABSTRACT
The cause, effects and solution to the issue of ghost workers have been highly emphasized. The issue of ghost workers has been identified as means through which public officers create holes in the coffers of the state. The researcher sees corruption as the roof cause of ghost workers public services in Nigeria. Also, for the hypothesis tested, it was discovered that most of the recruitment and placement done are not based on merit and that government is losing huge amount of money annually to ghost workers. It is against this background that the researcher suggests amongst others that there should be an improvement in the recruitment and placement of workers and that there should be implementation of an integrated personal the payroll information system in order to reduce the issue of ghost workers in Nigeria public service.
